The London Low Emission Zone (LEZ)

From 3 January 2012 the Low Emission Zone is changing. More vehicle types will be affected, and standards for vehicles already affected will be tightening.  For further information, please see www.tfl.gov.uk/roadusers/lez/

To enable us to give you the best advice, if possible, please have the horsepower or KW rating of your engine(s), make/model of vehicle & chassis number. We also need to understand the duty cycle of the vehicle, so an indication of the type of work it typically does would also help.

TfL have relaxed the enforcement policy pertaining to the soon to be instigated stages 3 & 4 of the London LEZ

“We are aware that a small number of operators have experienced difficulties in getting their filter fitted in time, even when they ordered it before 3 January 2012.

In order to avoid penalising responsible operators unnecessarily, if an operator can provide evidence that they purchased a filter before 3rd January, we will not issue a penalty charge notice to the vehicle owner if it is driven within the zone before the filter is fitted.

All claims made under these circumstances will be examined on a case by cases basis, to check they are valid.

If this affects you, please call 0845 607 0009 as soon as possible.”

The evidence you need to provide them with is a copy of receipted deposit invoice, showing registration no, along with a covering letter with the vehicle details (make/model/registration no) stating when the unit was ordered & an estimated fitting date.

(8/1/12 - Clean Diesel have submitted to TfL a list of vehicle registration numbers for which systems were ordered prior to 3/1/12)

If you already have a fitting date in January, then the following, to quote TfL, will apply:

“Warning letters

We will issue a warning letter to the registered keeper of a vehicle that doesn't meet the Low Emission Zone (LEZ) emissions standards on the first occasion it's observed in the LEZ. This is provided it's not exempt, has registered for a 100 per cent discount or has paid the daily charge.

If the same vehicle is driven in the LEZ within a 28-day period from the date of issue of the warning letter, a Penalty Charge will not be incurred. After this 28-day period you risk being  issued a Penalty Charge Notice (PCN) if you drive in the zone and your vehicle still doesn't meet the required emissions standard.

In the event of a change of keeper after the warning letter has been issued, any new keeper will not be issued a further warning letter. If the 28-day period after the warning letter has expired, a PCN will be issued to the registered keeper at the time of the contravention.
